  • What causes no fuel pressure with key on, ignition off?

Whenever i turn the key on but not the engine there is no fuel pressure.

When i crank it, the fuel pressure goes up to 35 and is relatively steady, then after the car is turned off, it slowly loses pressure over an hour or so.

The fuel pump voltage is between 13.1 and 13.2 volts when driving, so i don't think it's a fuel pump problem.

Yeah it runs, but it gets ****ty gas mileage and it runs rough, plus it puts white smoke out the back that smells like fuel.
