    No, it will let you launch at any rpm down to the idle. The reason for having a high-stall converter is to be able to brake-stall the car up to (3000 for example.) (You can depress the brake all the way and hold the RPM up to 3000, then let off and launch.)

    EDIT: it will not affect everyday driving adversely at all. If you get a good converter you will even have more top end power. An aftermarket converter will generally be more efficient.
