I got the radiator flushed today and now the guy tells me it didnt really need it...

when was the last tune up you did on your car? Changed the fuel filter? How long since you cleaned the K&N? I have a 95 m5, with the FIPK, flowaster, MSD coil packs, very slight weight reductions, and a heavily slipping clutch. I ran a 16.3.. Those tires could definatly be a problem. At the least, they are heavy and too wide in front (increased rolling resistance). I would expect a little slowert times with teh auto, but not over a second. How would coolant affect his 1/4 times? Unless he is sitting there idling in line, letting it get hot, it shouldnt matter. If you only start it just before you race, you arent even getting hot enough to open the thermostat. When does your car shift? I shift mine at 5k, cause its pointless to shift any higher with a 3.4 cause our intakes are restrictive. That could be some of yoru problem too.

whats your elevation? when my car was CIA and flowmaster only I ran 16.9's. but with bad weather I would usually see a .2 or.3 drop in time. however I never saw a 75mph trap speed. lowest trap speed I saw was like 78-79mph.

I mentioned having his coolant level checked cuz he said there was smoke coming from under his hood.

I just got my FIPK less then a month ago..the day of the time trials i had a complete radiator flush and an oil change and my time stayed the same.

WOW yeah...those wheels have a lot of volume on them. Get rid of those heavy suckers for racing and flush your coolant system (do it yourself--it's easy!) and you should be able to break into 16s.
