I'm sure they do. Let me say this though, if I was stuck in bumper to bumper traffic behind you I might just kill you and burn your car to the ground. I don't think they would be illegal, they make them for the 3rd brake lights for our cars. they don't keep flashing, but flash a few times, and then become solid to alert the car behind you that you have depressed the brake pedel. Yes they make sequential light mods that you can control the flash speed but depending on the area or twon you live in yes they can be considered illegal since the tend to look like an emergency vehicles lights.

Actually I know quiet a few people (mainly Stang owners) that run sequential tail lights here. None of them have ever been harassed that I know of.
